That's almost certainly because something is wrong in the engine configuration, probably displacement or compression ratio (which wouldn't otherwise cause problems if they were wrong). The clamping to ambient is done as a safety valve only. The relevant code is in PistonEngine.cpp:244 if you want to take a look.
