Neither, I have several hotspots files called from the main model xml 
file. ie different hotspot grids for the side consoles, the central 
piedestal, the center of the main panel,  the sides of the main panel... 
actually 9 files for the F-14. Pick animation are located within the 
instrument xml file.
For me, having several hotspot files for different parts of the panels 
makes a lot more crowd in the model directories but also makes 
maintainance easier.
