Geobase Canada provides a spec that helps understanding these filenames
(I've been there few years ago but don't remember the details).

Actually, in order to translate elevation raster into TerraGear work
directories you're required to have files in SRTM HGT format (for use
with 'hgtchop'). Development has started months ago to build a
'gdalchop' which, as the name says, is using the GDAL library to read
almost every elevation raster file format under the sun (including
HGT), thus serving as a much more versatile replacement for 'hgtchop'.

Unfortunately, due to time constraints, this 'gdalchop' was never
released into the public and I'm unable to tell how long it takes until
it's ready for general consumption.
So, if you're in hurry, try to find HGT files or a tool that allows to
translate into HGT, otherwise ....  let's see.
