For cygwin, I usually just download and run the latest setup.exe from the cygwin website, and let it do an update. I think you can select beta packages (if available) by clicking on the version number in the package selection list. This process is simple to do, but it will update all your other installed packages as well, so the download might take a while if your connection is slowish, and if you have any packages that you need to keep a certain version of, doulbe check before pressing the Go button.
