Well, putting on my Apple user-interface hat, adding a pref is always a thing to be cautious about - much better to make the software smart (since the user is dumb!) and do the 'right thing'. But I think this is genuinely a case where a pref might make sense. If one was doing voice ATC via another program (FGCom, etc), clearly that wouldn't be affected by changing views at all.
