Mathias, I'm not sure if this will help but there is an open source project that is currently making use of the HLA/IEEE1516 standard.

There is some work going on to make use of an existing standard for realtime simulations HLA/IEEE1516 for that purpose. I expect the code landing just past the upcomming release.
