Certainly not - completely separate system.

If you pass a METAR string to the system, it changes the weather globally
(i.e. everywhere you fly from there, the weather will look the same, until
you pass a new string, then it will change everywhere). If
you use the 'local weather' menu items to generate weather, this is not
the case - you can fly to the edge of cloud layers, you can see rain from
the outside and so on. Different philosophy, different technology,
different aims.  See
