Which changes?

Back when the effect was reported here for the first time, there were no
changes whatsoever for the local weather package. Now there are routines
for fast terrain presampling being added - somehow I don't see them
affecting the 2d cloud layer appearance.

I may be completely wrong - but local weather creates clouds by Nasal,
ac3d models and a few dedicated shaders - how should that affect a
completely different system?
