I don't know of any location where this might be documented, except the source itself - no need to feel foolish ;-) 1. the values are copied every frame. 2. No. At least not for surface or engine controls. 3. Not really a list, but all the involved code is in JSBSim.cxx method FGJSBSim::copy_to_JSBSim() starting line 576 (today's git).
