I might have use "Project lead" wrongly, I mean "Project lead" loosely 
as an group of people (that is why I did not say Project leader). 
Ideally a group of people would share the responsibility of the project. 
This group does not even have to be the lead developers but such a 
structure would require some loss of "freedom" that potentially hurt the 
project. (Didn't Franz Melchior loose some interest in fg due to a 
"freedom" clash. We now he is still watching us.)

Anyhow, I am drifting off topic but my response was to Heikos questions 
on who makes the decision and acts as police. It was not meant as 
criticism of any single person in the project. And not even an attempt 
to change the project structure.
