There seem to be various places (but none that important!) which assume FG_HOME 
is writable. The locations we use on Mac and Windows reinforce that, since 
they're in the per-user private application area (Library/Application Support 
on Mac, since a few months ago, and $APPDATA on Windows, i.e 
/users/youname/AppData/NonRoaming, I think)

In the general case it doesn't seem unreasonable to allow Nasal or other code 
to write to this location, but equally I hope and expect there is graceful 
handling is this location is not writeable. But of course, I don't know what 
the original intent or policy was for this.
