Great! I was planning to look at Adrian's textures myself, but hadn't
got around to it yet.

I haven't looked at Adrian's work in detail, but if it contains some
textures that should simply replace the existing ones, then I would
suggest having it as a separate materials.xml file. We can then make
it the default in preferences.xml if appropriate.

If it will only contain regionalized materials.xml definitions

You've probably already noticed that to use the "include" directive
properly, I had to put indices in the base/materials.xml file
(otherwise the subsequent declarations in default/materials.xml
over-rode them). It might be worth looking into adding indices to the
default/materials.xml file so that you can simply use an include
directive from your new materials.xml file, and save having to
copy-and-paste the definitions you've not changed.

In theory (you should test this!) the materials code will simply use
the first materials definition that it finds which is valid.

I've no opinion either way, but I'm happy to simply delete the files
if you provide the filenames, if that's easier for you than a merge
request.
