A very common procedure in GIS world is to store what they often call
"overviews" of different resolutions together with the source image
inside the same file - TIFF file, to be precise.
I know, there's not much native compression in TIFF  ;-)  but if you're
just looking for an alternative to store multiple downsampled copies of
an image in one single file, (compressed) TIFF's might be worth looking
at.
