It seems some change during the last weeks broke parts of Advanced Weather in 
at least two places (I had no problems under any conditions until my update 
yesterday, now I can reproduce both issues consistently on both master and my 
devel branch).

The more serious problem is that under some conditions, weather tiles start 
building but never finish before the next tile starts, and as a result cloud 
appear only in the first tile and the rest is essentially blue sky. My 
suspicion is that this happens in good visibility conditions vs. poor 
visibility, but it might also be an issue of METAR mode vs. offline weather 
generator - it wouldn't necessarily show up easily in tests since under some 
conditions in works fine, the only scenario which supports this on master is 
'Fair weather' in which blue sky is actually plausible and in any case the 
first tile always builds correctly, but the log output is very clear.

Before I start digging into the tile manager code (which is really something 
I'd rather not do) - Stuart, is there any non-trivial change you did when 
merging the weather GUI apart from just shifting menu options to a different 
place? Anything which might have altered the timing of events for instance? Any 
changed property structure?
