I take the lack of other responses as silent agreement and will proceed as I 
see fit then.

Well, sort of. Currently the procedural snow doesn't respect runway or roads, 
and it would be nice to teach it to. I'm still pondering what's better - pass 
the information as a uniform parameter set in materials.xml or use a different 
effect. It seems for runway a dedicated effect would be better, whereas for 
roads a parameter looks more appealing. Also, snow is drawn on water and urban 
landclasses unless water and urban shader effects run.

So - we're not quite there yet...
