This is a complete wild guess, but double check the dns configuration
of the cvs server.  Can you do things like "nslookup
www.flightgear.org"?  (try a couple different random names from the
wide world.)  If you don't have nslookup installed, try "host
<machine_name" or "dig <machine_name>".  If there is a dns problem on
the server side, it could be trying to look up your name from your ip,
failing and timing out after 30-60 seconds and finally forging ahead
anyway.
