Well, I've never compiled under Windows, but I do know
it uses backslashes instead of slashes, e.g.
c:\cygwin\bin

Don't think you should have a colon before the c:

Don't get discouraged, get Linux :-) A lot more people
here seem to have compiled under Linux than Windows.
