It's worse than that. Not only do Microsoft put the cursor above the message text, they don't (by default) prefix each line of the previous message. Instead, they insist on quoting the entire message (without prefix) following a line that reads "Original Message:".

As a result, any mailreader that hopes to identify quoting levels by using the > character, fails miserably, and ambiguity is increased.

And that's before you've got to the insane idiocy of loading script controls in a preview pane (the reason that Outlook [Express] has been so vulnerable to virus/worm attacks in recent years)
