OK, it doesn't mention FG in particular, but it's a great website and I'm sure 
most of it will be perfectly valid for FG.

The "radios" dialogue box can be brought up with control-r and you can set the 
nav radio frequencies there.  To get suitable frequencies, possibly the 
easiest way is to use Atlas (atlas.sourceforge.net).  This will show you the 
locations of all the available navaids in FG and their frequencies (and 
more.)

Some aircraft also have a clickable radio in the cockpit which you can use to 
set the frequencies, but this may be tricky while flying, unless you make use 
of the handy pause key...
