Your scenery directory contains Objects and Terrain directories - unpack the objects chunk into the Objects directory.

the answer is yes as this may be the generic collection like square buildings, tanks 
masts etc.

Yes, there's an ever growing collection of generic models that you can place into the scenery.

Shoul I unpack all under $FG_ROOT/Scenery, or will I have my own personal added 
scenery directory so that if I update the FG data, new added models are not 
lost. Melchior had a mini-howto on making a multi-directory Scenery PATH, but I 
am not clear of loading rules if a tile exists in the first element of the path 
but it has only newly added objects, all the objects in the second element of 
the PATH should still be available, right?

It's usually better to create another directory. Multiple directories can be passed to flightgear, and it will work through them all until it finds a terrain tile.
