Modelling and placing 3d objects into a FlightGear scenery does not involve modifying the terrain. So you can use Blender and produce nice 3d models without even knowing how to use fgsd.

But, as I am a Window user, I don't understand the process to follow to
work on the terrain.
Is it like this?: 1) get a compiler for Windows 2) compile fgsd and the
required extra programs. 3) download the terrain chunks and edit them. 4)
return the edited terrain.

1-2) You can download precompiled binaries of fgsd, you don't need to compile it by yourself. You could of course, but you don't have to. 3-4) You can publish your modified terrain in any way, but there are better solutions to that scenario. You can modify your terrain meshes in order to get local modifications for special personal purpose, otherwise I suggest you walk another way, try searching for a Grass + FlightGear implementation which will help you getting better results, although it will need much more work then using fgsd.

Besides, and excuse my ignorance:
compiling is PC-specific?, I mean, can a compilation made by a user result
in a binary program that may be used by another person (PC)?

Yes. But a binary which was compiled for Linux will not run on WinXP.
