The two relevant files are
/usr/lib/FlightGear/data/Input/Joysticks/CH/pro-pedals-usb.xml
and /usr/lib/FlightGear/data/Input/Joysticks/CH/pro-yoke-usb.xml

I'm pretty certain I had no problems until around 2.6.15. I first saw 
the problem with opensuse 10.1Beta3. With 2.6.16 and up to 2.6.17-rc6 
the Yoke and Pedals are detected, but none of the controls work after a 
power on or reboot.
I unplug and replug the Yoke and Pedals, then all controls work.
Running SuSE 10.1 with FlightGear-0.9.10 currently.
