FGSD rebuilds the scenery tile files allowing me to replace the original tile and airport btg.gz and .stg files with an updated one.  That works fine except for the loss of the lighting.
 
I was always under the impression that to get the new airport btg file (ie KPHN.btg) you needed to run the updated apt.dat fragment through TerraGear... have you found a way to avoid TerraGear using FGSD? It's been about 6 months since I last used FGSD and, as far as I'm aware, FGSD couldn't do this conversion then but can imagine how that might have been incororpated into it.
