FGTools is no longer being developed by Georg, but if you ask him directly for it I'm sure he'll provide you with the latest. He's very busy though, so don't be impatient and FGTools is not his primary project at the moment. Melchiors UFO/Object placing tool is very good from what I hear (I sadly can not run this at the moment). I place all my objects by hand using Georg's FGTools as a "stg" editor. I don't find it too onerous once you get the hang of eye balling distances in FGFS and have a good set of references for rough locations.
Scaling objects such as bridges...don't think it's been done, could be an interesting project. I'm sure everyone would be interested in the results. I have found alot of resources by just Googling the topic... specs on planes, locations of utilities etc...Sourceforge is always a good place to start as most of the FGFS Utility Tools are on there. I found that by jumping in and trying to fix all the terrain issues I observed, involved me in a lot of work for very little results, as I didn't really understand what things had the greatest impact on the overall appearance of the scenery. I backed out of terrain editing and concentrated on placing objects and now understand alot more about the scenery and how it is put together. I'm now even considering getting back into terrain and landcover editing when I get my new PC. This approach may work for you? It certainly improved my understanding.
