This is already the case, after a fashion; if runway 28 isn't
found, fgfs instead uses the next runway it comes to, turning
clockwise. What really should be done is to get rid of that
warning message, which really does nothing but confuse users.
Of course, none of this is really relevant to the original
poster's problem. His problem is that fgfs fails to start;
that won't have anything to do with this message.
