It shouldn't be that hard to write a Nasal script to do something similar to this, like Melchior's ac_state.nas. It could remember the last runway used at each airport and when not given a specific runway at startup, check to see if that airport has been used before, and default to that runway. Since most people only use a few airports, this would result in fairly small personalized storage files. It would also be nice, like Chris said, to have a default runway defined for every airport. This could be a headache to set up though unless we just did it programatically like selecting the largest runway or the runway with the most complete set of lights and ILS.
