These are turned on when the airplane's altitude is greater than the contrail 
altitude.  The contrail altitude is set manually in preferences.xml.  Look 
for the item:

<environment>
  <params>
    <contrail-altitude>30000</contrail-altitude>



Note that this number *may* be overridden in the aircraft's *-set.xml file, so 
you should check there too.
