And it still doesn't work?

Try going to your FlightGear bin directory and running

Flightgear --show-aircraft

This should list all the aircraft that are installed. If it doesn't list
anything, then your FG_ROOT is wrong.

BTW - I assume the FG_ROOT above really reads:

FG_ROOT = C:\program files\flightgear\data
