There are several keyboard layout guides around, but I think the most complete (and most likely to be correct) is map.pdf which is generated "semi-automatically" and quite up to date. Indeed it is; those who know their way around FG rarely look at the "basic" documentation and so those who don't are then misled by errors or outdated information contained therein. Having said that, I think our documentation has improved greatly in the past while, and The FlightGear Manual (somewhat confusingly named "getting started guide") is actually quite comprehensive from an "end user" point of view.
