I also translated the version 0.9.10 for the portuguese, and I am translating the version 1.0.0 now.
Besides the files that you mentioned, there are files in the paste FlightGear\data\Nasal that they can be translated, about the tutorial, fuel and payload and other. I also had the same problem with characters as ç, á, ã, ó, í, é used in the portuguese. I tried several alternatives, but I didn't get that they were exhibited correctly in FlightGear. I spoke to Frederic Bouvier, and I am also translating the code source of FGRUN for the Portuguese, and he will compile for me.
