IIRC Vista needs 'signed' or authorised drivers and it looks like 
either the vista driver for this specific joystick hasn't been 
installed, or that the driver supplied with the joystick isn't 
compatible with Vista i.e. hasn't been signed.  Whatever the 
reason, Vista is using it's own generic joystick driver and as a 
consequence, may be misinterpreting the joystick inputs.
