I'm nowhere near being an expert on this, but you can probably update the 
weather conditions using the property tree.

There's a node called /environment, which houses wind direction, speed, 
density, pressure etc.

You could try modifying these values via a telnet connection

And you might want to ask Thorsten on the forums, he recently implemented a 
local weather system for FlightGear
