Torsten has done quite a bit of work recently on the (global) weather dialog
box ... fixing up some inconsistencies and a making things a bit cleaner and
more intuitive.

I believe when you select "none", the weather fields are still disabled.
 The intension is for you to edit the "metar" string directly in that case.
 Try pressing "tab" to exit the metar entry text field so your changes are
committed.  In the most recent version of the dialog box there is an "apply"
button, but previously it was clear how to get your changes to "commit".
 It's my understanding that you need to hit "tab" while in the metar entry
box for that to work.

If you select "disabled" for a weather scenario, then the individual fields
in the dialog box should be activated so you can manually edit them.

The dialog box is written from the perspective of a global weather manager
that expects to process metar strings and turn them into the raw weather
components/fields for FlightGear.
