Probably not, there are still things that need revised.

The lib isn't in a released state yet, and is likely to change - what
version would we set? 
Also, many people use fltk for static linking, since it is so small, so
generally only those who need the shared objects would build them. 

Is dillo not linked statically to fltk-2? 
If not, that seems like a mistake - linking static to a known good
version of fltk-2 would protect you from any potential ABI/API changes,
at least as a short term option.
