Ian and Greg already answered your questions but I have one more thing 
to say - if you are packaging Dillo2 as it is at the moment, the best 
thing you can do is to package FLTK2 at the same time (ie. to make a 
package like: fltk-2.0.0-6575.i386.deb and dillo2-2.0.0.i386.deb which 
would depend on that exact FLTK2 package.
This is how i do my FLTK2 + Dillo2 RPMs (i use them on Fedora, but I 
know for sure they work on several other RPM-based distributions.
However, as already suggested, the best would be to link Dillo2 
statically against FLTK2, and it would also mean less dependencies for 
dillo2. It is legal as well.
