Greg recently used a shared document approach so that a discussion can be hopefully land on a single durable document. I feel we would highly need to write such a document for UTF8. As many of us were not involved at the origin of the UTF8 intiative, I think it would be really helpful that discussions about this subject are summarized/echoed into a single TODO.
