Indeed; I think just take a small piece on, submit as a patch,
and see what the response is.
Maybe a good approach would be to attack some existing bug
that can be fixed by rewriting a small portion of the low level
code using the new FLA interface. This would show the direction
things are going, and would set an example, then slowly take on
larger parts of the code.
This would be a kind of 'slow motion' change, but in the end
might avoid having to create separate branches that have to later
be carefully merged back into the maintenance stream.
Attacking bugs would also make the 'fix' more desirable than
just a 'change'.
I'm no expert on this subject actually.. although I've been around
for a long time, I've only recently joined the dev team, and only
to a limited extent, for my own reasons. The other guys here,
Albrecht, Matthias, Fabien, Duncan, Mike, Bill, and all the others
who do a majority of the bug fixes and code development should have
more accurate things to say on this.
