It is. When you log in on the FLTK web page or click the "my account" tab, you'll see a menu to request developer status. However, before doing so, you should provide some patches so that the core developers can see that you are qualified. The best way to do so is to open an STR with your bug and post a patch, preferred with a small test program or info how to test it with the available demo programs so that the developers can easily verify your patch(es). And, before opening an STR, please be sure that it is really a bug (or a new feature request). The best way to find out if others consider it a bug is to post a message in fltk.general.
