Yes, as Albrecht has already posted earlier, there's a form on the
website you can use to apply.

Actual authentication is done manually (by Mike I assume) and might be
quite slow, particularly at this time.

As Albrecht has said, the likelihood of the application being approved
is directly proportional to the number and quality of patches you have
contributed, so banging in some good-quality patches should help.

That said, we might be in a bit if a catch-22 situation here... 

- You need to have a your patches approved to be promoted to dev status
to work on fltk2.
BUT:
- There's no one actively working on fltk2 now, so no patches are
getting approved...
