Short answer: Not it can not.

Neither the frames or the non-frames versions of the RC2 docs display 
correctly with the fltk help_viewer demo. Though I'm not sure we'd 
expect them to.

This is a bit of a problem for fluid that tries to call up the 
non-frames version for it's built in help.

The non-frames stuff is readable, though looks a bit oddly laid out. If 
you run it back to back with a "real" browser, the differences are 
quite, shall we say, "pronounced"...
