I'm late to this party - and I see Mike's already said this anyway - but I 
think this might be worrying about nothing; all the major distro's are shipping 
some font that works as Helvetica, or is returned by the font engine if you ask 
for Helvetica, and which have the same key glyph dimensions (even if they are 
not pixel-for-pixel identical, most users don't know the difference, c.f. 
Helvetica and Arial for the most well-known instance of this...)

It's not a fltk issue - the distro's have already done this work and thought 
about the licensing. I doubt many (or any!) are shipping a font that is 
literally what Haas/Stempel designed and licensed, but they all have a 
"Helvetica" font that the font engine will return if you ask for it... And most 
look more like "true" Helvetica than the dejavu sans font (which I think looks 
a bit clunky anyway FWIW.)
