I really don't think we need to get "fancy" with the version numbers, and the current version numbering scheme has been relatively successful, even if we have bent the rules a bit with header-based widgets and FLUID improvements in the 1.1.x series. 1.x.0 is the first stable release, 1.x.1 is the second, etc. No stable release contains priority 4 or 5 STRs, but may still contain priority 2 or 3 STRs.
