I was going to say this sounds like a resource fork issue - but Greg beat me to it, also pointing out that your not allowed res forks anymore, under 10.5 (although they do still work under 10.4.)
So, you'll probably have to make your exe into a basic app bundle to get it working. Why you need to do this at all (res forks or bundles) is beyond me, though.
