Mingw on winXP is one of my default platforms. It pretty much Just
Works. Here's an older but still basically valid howto on the subject.

A couple of points:
- I'd strongly suggest you ignore the pre-made makefiles. I don't think
they are even maintained any more, and they really ought to be removed.
As far as I am concerned, they are just plain misleading.
- Don't use the "Dos" shell, it is brain-dead, use the Msys shell
instead. It is superior and integrates far better with the
gcc/mingw/binutils toolchain.
- From the Msys shell, simply run configure like you would for any
regular target, that will geberate the Makefiles properly targetted for
you host system, and thereafter the build should run smoothly.
