That depend on the core developers and the contributions by our  
users ;-)

1.3 is relatively stable already, but the utf8 features are still  
somewhat weak. The bug list is long, but many of those were simply  
taken from 1.2, so they may not even apply to 1.3, and many of them  
are duplicates. Some even apply to 1.1.9 just as they do to 1.3.

All in all, 1.3 is not in a bad shape, but at least a month away from  
a release candidate.

The more users we have for 1.3, the better we can find and fix bugs.  
The most important support for the core team is complete and detailed  
bug reports by the users. Patches are great, too, of course.
