Hmm, we have README.win32 already, and this mentions Cygwin and MinGW. Unfortunately it finally states: "Please read chapter 1 of the FLTK Programmers Manual for compilation instructions", but this doesn't really help much. :-( Maybe we should update README.win32 with some more current information about the Cygwin build environment (I could do that), and I could also try to write an article like Ian's #598 with the steps to use cygwin. Or maybe it's better to amend the docs with usable instructions?
