Yep, I noticed this too. I checked it yesterday and I know where the bug is, but don't know what the right thing to do would be (yet). It looks like $PROJECT_SITELIST is never set in software.php, and thus the compare always fails, and $site is always set to mirror_closest(). If anybody wants to fix it ...
