Actually, my problem is with CMake itself. It will not generate a 2010 build file. On further testing VS2010 will convert the 2008 CMake build file and build everything properly, but the INSTALL target only installs the headers, fltk-config and the CMake files. The conversion takes about 5-10 minutes and no fiddling with settings was necessary.
