I tried this too, and I can *sometimes* see the same effect, but
sometimes I can get to the comment form. It seems to have to do with
having logged in or not, but then I can't reproduce it reliably (i.e.
sometimes I get the login page if I'm not logged in, and it works,
but sometimes it doesn't work even if I'm logged in (as dev. of course)).

Yes, I see...

It's all php and mysql (and probably some cron jobs ...).

Log in as dev, then go to the "Web Site" tab, and click on

  o Download the nightly backups

See further instructions there - you can check out the subversion
repository of the web site to take a look at it (and modify, commit
etc.), but you can also build your own test server. I did it in a
Ubuntu VM, and it works for most of the functions, but some small
parts are missing. Good for testing anyway...
