The guys familiar with the text editor and UTF8 mods
will probably weigh in here, but I'm guessing..

I'd think yes, and include screenshots in the report showing
the two editors side by side, one with the problem, one without.
And I'd say if there are different kinds of artifacts, try
to include screenshots of each kind (eg. trailing serifs during
insert/delete operations, truncated glyphs, overlapping glyphs, etc).
If the problems first appear when doing a certain editing operation,
describe which operation that is, and where the cursor is when the
operation is happening, etc.
